The proliferation of information produced, diversity of their sources, and limitation of resources at the command of information users, have led to the collaborative efforts by many information institutions, at national, regional and international levels. This cooperative venture in information processing is comparatively a recent phenomenon. Most of the information systems in existence are hardly a decade old.
