stale level is critical to the success of&#13;
various government programmes and&#13;
schemes. The wide-ambit and criticalay of&#13;
the state-level development responsibilities&#13;
is well-established but increasingly. States&#13;
will have flexibility to use central funds&#13;
for what they think is important.It is, &#13;
therefore, imperative that the process&#13;
of policy formulation at the state level&#13;
is strengthened. Issues of public policy&#13;
encompass more than one domain and&#13;
involve a multiplicity of actors and&#13;
considerations. Resolution of conflicts&#13;
and interdepartmental coordination&#13;
are important in arriving al major&#13;
