"Groundnuts are a major source of edible oils in India.\r\nOne of the central problems of groundnut production and\r\nprocessing sectors are huge inefficiencies due to uncertain\r\nproduction environment owing to rainfed cultivation,\r\nless resource base of smallholder farmers and processors,\r\nand low adoption rate of improved technology. This\r\npolicy brief addresses critical issues binding groundnut\r\noil sector inefficiency and international competitiveness.\r\nWith the widening gap between demand and supply\r\nof edible oils in India, policy action is imperative not\r\nonly to arrest surging imports of edible oils but also\r\nto benefit both producers and consumers in terms of\r\nbroader employment generation and decentralized\r\nrural industrialization. Specific policy implications are\r\nhighlighted in this policy brief, which encompass a) the\r\nharnessing of improved varieties with attributes like\r\ndrought tolerance, high oil content, high productivity\r\nfor large scale seed multiplication/distribution by both\r\npublic and private agencies; b) viable village seed banks\r\nand seed networks through cycles of rabi (postrainy)\r\nseason seed multiplication to meet the seed requirements\r\nof kharif (rainy season) and vice versa; c) low-cost\r\ntechnologies to increase profitability and reduce risk; d)\r\noilseed clusters to facilitate scale economies and capacity\r\nutilization in processing units; and e) capital subsidies to\r\naccelerate technological upgrading to shed inefficiency in\r\nthe processing sector. The expected gains in efficiency in\r\nboth production and processing of oilseeds are expected\r\nto produce measurable producer and consumer benefits,\r\nwhich will justify proposed non-market distorted\r\nsubsidy for both seeds and technological upgrading in the\r\nprocessing sector."^^ .
