	bibo:abstract "The voices of the poor are generally muted and\r\ndo not resonate in agricultural statistics and in\r\npolicy decision making because reliable and\r\ntimely data are not available on consequences\r\nof change on the rural poor. Decisions made on\r\nincomplete information may be quantitatively\r\naccurate, but in terms of the dynamics of\r\nthe changes, they are fuzzy, anecdotal and\r\nfragmented.\r\nReducing poverty is a dynamic process that\r\nis driven by individuals, families, firms and\r\ninstitutions within a changing technological,\r\ninstitutional, socio-economic and policy\r\nenvironment.
