bibo:abstract "To improve the performance of agricultural research, many\r\ninternational and national research organisations have embarked\r\non impact assessment exercises. These exercises have estimated\r\ntechnology adoption and economic rates of return to research\r\ninvestments. Such exercises in ICAR have contributed to\r\naccountability, and provided evidence on whether public funds\r\nhave been spent judiciously. However, for evaluation to be\r\neffective, it must encompass both accountability and learning\r\nobjectives. It appears that less emphasis has been given to the\r\nlatter. Hall et al (2003a) state that impact assessment efforts\r\n(in international research arenas) have not yielded desired results\r\nbecause of the weak diagnostic power of commonly used impact\r\nassessment techniques. These techniques fail to recognise\r\nresearch as a complex process of interactions shaped by the habits\r\nand practices of those involved which are critical for improving\r\nresearch performance."^^xsd:string;
