TY - RPRT N2 - This report describes recent experiences with agricultural input trade fairs (ITFs) and vouchers in Mozambique. Since 2002, ITFs and vouchers have been the preferred mechanism for responding to emergency needs within the agricultural sector. After four years of ITF/voucher implementation and a sense of frustration with repeated emergency interventions in response to chronic problems, there is an on-going debate as to how best to modify the approach and what objectives ITFs should fulfill.
