	bibo:abstract "Many small-scale irrigation schemes are dysfunctional, and learning,\r\ninnovation and evaluation are required to facilitate sustainable\r\ntransitions. Using quantitative and qualitative data from five irrigation\r\nschemes in sub-Saharan Africa, we analyze how learning and\r\nchange arose in response to: soil monitoring tools, which triggered\r\na deep learning cycle; and agricultural innovation platforms, which\r\nhelped develop a social learning system. Knowledge generation\r\nand innovation were driven by the incentives of more profitable\r\nfarming. Learning and change spread to farmers without the tools,\r\nand learning at different levels resulted in extension and governance\r\nstakeholders facilitating profound institutional change."^^xsd:string;
