Abstract
The Global Review of the Resource Management Program held in November, 1989, differed from previous reviews in several significant respects. Little this was spent reviewing progress since the last review because we wished to focus on the future. As part of its input to the Institute's strategic planning exercise, the Program set out to take a broad view of its responsibilities throughout the semi-arid tropics and to start planning the pattern of experimentation and survey needed over the next decade to identify and reduce constraints to production. Within this pattern, we identified four themes which were reviewed and discussed in consecutive sessions: Characterization and Evaluation of Resources; Mesurement and Management of Contraints; Improvement of Production Systems; and the Assessment of Technology, Markets and Institutions
