Abstract
This workshop was organized in response to the need to harmonize methodologies on impact assessment of groundnut varieties and other integrated genetic and natural resource management (IGNRM) technologies to be carried out under the project entitled Groundnut Seed Project (GSP). This project is funded by the Common Fund for Commodities (CFC) and is implemented by the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT) and partners. Given increasing pressure to document the social benefits of new technologies or research and development projects, more and more scientists are being called upon to measure their impact and share their results with policy-makers. This technical note summarizes presentations made during the workshop with focus on the economic surplus method. This method has been developed and refined over more than 30 years of experience in measuring the impact of agricultural research. It is relatively easy to use even for non-economists, requires a minimal dataset to be collected and can be applied to a broad range of situations. Experiences with successful impact assessment require the integration of many different perspectives. Apart from economists, agronomists, breeders and other agricultural scientists must be involved. The technical notes and computer exercises draw heavily from Science under Scarcity: Principles and Practices for Agricultural Research and Priority Setting by Julian Alston, George Norton and Philip Pardey (Ithaca, NY: Cornell University Press, 1995) and the guidebook entitled The Economic Impact of Agricultural Research: A Practical Guide. West Lafayette, Indiana, USA: Department of Agricultural Economics developed by William Masters, Bakary Coulibaly, D. Sanogo, M. Sidibé and A. Williams, 1996. The contributors wish to thank CFC and ICRISAT for its human and financial support. We also wish to thank the economists from the Institut Sénégalais de Recherches Agricoles (ISRA), the Institut d’Economie Rurale (IER), the Institut National de la Recherche Agronomique du Niger (INRAN), the Institut de l’Environnement et de Recherches Agricoles (INERA) and the Institute for Agricultural Research (IAR) that largely shared their experiences on impact assessment as well as the many scientists who actively participated in the training workshop.
