Abstract

This manual describes a different approach - the seed voucher andseed fair system, which was introduced by Catholic Relief Services inTanzania, Kenya, Uganda, Sudan, and now Mozambique. In this approach,farmers are given not free seeds but vouchers with a specificcash value, which can be exchanged for seeds at a specially organizedseed fair. Vouchers are distributed to the most needy in the community,identified by the community themselves. At the seed fair, farmers 'purchase' seed from a range of vendors, including farmers, small-scaletraders, and large seed companies. A number of different crops andvarieties are available, local varieties as well as certified seed of modernvarieties. The farmers have the freedom to choose what varietiesand quantities they want. This approach also helps build the local seedsystem, by providing a market for local seed producers to sell theirproducts.
